At The Surf Club in Surfside, caviar accompanies gougères at Champagne Bar and appears in crudo at Lido. In New York, it belongs as naturally to the appetizing tradition of Russ & Daughters as to a specialist dining room. The choice is less about the city than the meal: a dedicated service for comparing roe, or caviar alongside seafood. In either setting, ask for the species and farming origin.

New York: an appetizing tradition and a dedicated dining room
Smoked fish, caviar and accompaniments, rather than a meat counter: that is how Russ & Daughters describes its business. The appetizing tradition is distinct from the deli many visitors picture. Russ & Daughters dates its business to 1914 and its Orchard Street café to 2014, connecting the seated restaurant to that tradition.
Choose the address carefully. The East Houston Street shop, the business’s home since 1920, is a retail destination. The café at 127 Orchard Street offers seated dining, no takeaway and walk-in service without reservations. Go to the café for a meal and the shop for a retail visit. Do not assume the two addresses have the same facilities or opening hours.
Caviar Russe at 538 Madison Avenue puts caviar at the centre of the meal. Its New York page distinguishes the Dining Room, with tasting menus, from the Bar & Lounge, serving raw seafood, small bites and shared plates. The two rooms offer different ways to eat; choose the format before making a booking.
For a first visit, the useful question is simple: do you want to explore a kitchen’s cooking or compare caviar? A tasting menu serves the first purpose; a simpler caviar service makes the second easier. The caviar bars and restaurants guide explains these formats in more detail, while American caviar culture traces the broader background beyond this city guide.

Miami: caviar at The Surf Club
Champagne Bar at Four Seasons Hotel at The Surf Club serves its caviar with gougères, egg yolk, crème fraîche and chives, according to the hotel’s official page. The setting is Surfside in greater Miami, not central Miami or South Beach. Visitors are welcome alongside hotel guests and local residents; staying at the hotel is not a condition of entry.
Champagne Bar does not take reservations, although larger groups can contact the team beforehand. Elsewhere in the same property, Lido, the coastal Italian restaurant, offers a seafood menu that includes caviar in a crudo preparation. Choose between a bar service and a restaurant meal. These are two dining choices at one hotel, rather than a survey of a citywide movement, and neither establishes that its roe comes from Florida.
Florida does have a documented connection with beluga aquaculture, but the scope of the federal exemption matters. A federal notice of 26 June 2017 reported a June 2016 exemption for Sturgeon AquaFarms in Bascom. That exemption covered aquacultured beluga meat only. It expressly excluded caviar and live fish.
Current availability of pure US farmed beluga caviar is not documented. If it is offered, ask for documentary support for its production and legal status; a Florida address alone establishes neither. For the regional picture, read the eastern US farming guide. The farm and house profile examines the separate questions surrounding those particular businesses.
What to ask before ordering caviar
Ask two questions first: which fish produced the roe, and in which country was it farmed or caught? If the menu gives only a trade name, ask to see the container’s information. The restaurant’s address, the distributor’s nationality and the place of repacking tell you different things. None identifies the roe’s farming origin, which needs a separate answer before you choose.
The fish’s name matters because FDA Compliance Policy Guide 540.150 says unqualified caviar should mean salted sturgeon roe. Roe from another fish may be called caviar when the fish’s common or usual name comes before it in substantially the same type size and prominence. When checking the container, look also for declared artificial colour and ingredient lists, which the guide addresses. It is nonbinding guidance, rather than a standard of identity for caviar.
If the answer is a hybrid, ask for both parent species. A hybrid is a cross between species; it should not be silently presented as pure beluga. The container’s US CITES label can help you follow that answer: the male parent’s code comes before the female parent’s code. These labels supply traceability information, although the label alone cannot establish what is inside the container.
Smoked fish, caviar and accompaniments, rather than a meat counter: that is how Russ & Daughters describes its business.
A menu’s use of “beluga” deserves particular attention. Imports of beluga caviar originating in the Caspian and Black Sea basins have been suspended since 2005. The US beluga ban explained sets out the background. US aquaculture raises a separate legal question and brings no automatic exemption from federal protections. Establish whether the menu means the species CITES lists as Huso huso, a hybrid, or potentially imprecise trade language.
Bringing caviar into the United States
Declare caviar to US Customs and Border Protection as both food and a wildlife product when entering the United States. Before travelling, also check the US Fish and Wildlife Service declaration and inspection requirements for your particular import. An exemption from CITES permits does not remove applicable declaration requirements.
The US personal effects provision allows up to 125 g (about 4.4 oz) per person of qualifying caviar from Appendix II sturgeon or paddlefish without CITES documents. The allowance is for accompanied personal effects, not a parcel sent separately, and containers must carry the required labels. Other wildlife protections remain in force. This provision neither exempts beluga nor overrides another country’s stricter requirements.
Above that allowance, permits must cover the entire quantity, not just the excess. Check the species and paperwork with USFWS before attempting import: declaring a tin at the airport cannot retrospectively supply a missing permit. Travellers returning to the EU or UK should check destination rules, transit-country rules and US export requirements with the relevant authorities before travelling.

Taking caviar on a domestic flight
Flying between New York and Miami is not an international caviar import. Airport security still needs attention. TSA’s general seafood guidance allows non-liquid seafood in cabin or checked baggage, but confirm with TSA how your particular caviar container will be screened before departure, especially if it contains liquid or comes with accompaniments.
Plan the cooling packs separately. FAA guidance limits liquid or gel ice products in cabin baggage to 100 ml containers at the security checkpoint unless they are frozen solid. This is a container-volume rule, not a weight allowance. A tin weighing less than 125 g does not automatically satisfy security rules, and passing screening says nothing about whether it will stay refrigerated throughout the journey.
Choosing the right kind of visit
Confirm three things directly with the venue before setting out: the dining room, its service period and current caviar availability. At a specialist restaurant, ask whether caviar is included in the menu or ordered separately. At a hotel bar, check whether food service keeps the same hours as drinks. A familiar venue name is a starting point, not a substitute for these practical details.
For useful comparisons later, keep a short record of each order: species, stated origin, portion weight and accompaniments. A descriptive menu name alone gives you much less to work with. Those details make the next conversation with a server more productive. Compare the recorded meals without ranking cities, restaurants or service styles.
